Expressions of interest
The Government of Lebanon has received financing from the World Bank toward the cost of the Emergency National Poverty Targeting Program Project (ENPTP), and intends to apply part of the proceeds for consultant services. The services include the provision of Financial Audit for the ENPTP Project which is being implemented by the Presidency of Council of Ministers (PCM) and the Ministry of Social Affairs (MOSA). The Fiduciary Operations Team (FOT) under the PCM is responsible for managing the Financial and Procurement activities under the project.
The services include the carrying out of Financial Audit for the ENPTP – FOT Project Financial Statements over a period of three fiscal years with the first fiscal period starting on August 18, 2014;
The Presidency for Council of Ministers now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Please note that no CVs of staff are required at this stage. Consultants may associate to enhance their qualifications.
The short listing criteria of the assignment are the following:
1- General Experience (years in the market, International Affiliations, services provided, client portfolio)
2- Similar Assignments Performed with the World Bank
3- Experience in projects with similar agencies such as the EU, UN, USAID, other public sector & non governmental agencies in Lebanon and the Region
4- General Profile and number of Key Staff
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: “Guidelines Selection and Employment of Consultants under IBRD Loans And IDA Credits & Grants By World Bank Borrowers” dated January 2011. Special attention should be made to the Conflict of Interest provisions in the Guidelines.
