أتوجّه إليكم بخالص الشكر على وقوفكم المتجدّد إلى جانب لبنان. فقبل ثلاثة أشهر، التقينا في ظرفٍ دقيق، في الأيام الأولى من حربٍ لم نخترها ولم نسعَ إليها. واليوم نلتقي مرّة أخرى، وكم كنّا نتمنّى أن يكون لقاؤنا هذا لنطوي معًا صفحة هذه الأزمة، لا لنفتح فصلًا جديدًا من فصولها.
لقد مرّت ثلاثة أشهر على هذه الحرب التي فُرضت علينا. ومنذ ساعاتها الأولى، كانت الدولة اللبنانية حاضرة: فعّلنا من خلال وحدة إدارة مخاطر الكوارث في السراي الحكومي غرفة العمليات المركزية، وأطلقنا بقيادة وزيرة الشؤون الاجتماعية، حنين السيّد، خطةً شاملة منسّقةً للاستجابة الوطنية.
وقد توجهت هذه الخطة الى نحو مليون نازح اضطرّتهم الحرب إلى مغادرة بيوتهم: منهم من لجأ إلى مراكز الإيواء التي تديرها الدولة، ومنهم من بقي خارجها، فعملت الدولة على مواكبتهم عبر مجلس الجنوب والهيئة العليا للإغاثة وسائر مؤسّساتها، بما في ذلك من خلال المساعدات النقدية. كما استهدفت الخطة أكثر من خمسين ألفًا من أهلنا الذين بقوا صامدين في قراهم وبلداتهم في الجنوب رغم القصف والخطر، لأنّ الصمود يحتاج هو أيضًا إلى حماية ورعاية وتأمين مقوّمات الحياة.
وأتوجّه أوّلًا إلى أهلنا النازحين، بالقول مجدداً: إنّ عودتكم الكريمة والآمنة إلى أرضكم هي في صلب مسؤوليتنا وأولويّاتنا. فمأساتكم هي مأساتنا.
وأحيّي أهلنا في الجنوب، الصامدين في أرضهم وبيوتهم في وجه مشاريع التهجير. فهم يؤكّدون، كل يوم، أنّ الجنوب سيبقى لبنانيًا، وأقول لهم
أنّ الدولة تبقى ملاذكم الاوّل، وسيادتها ليست شعارًا بل التزامٌ يوميّ تجاه أبنائها.
وكما عملنا للنهوض بواجبنا على الجبهة الإنسانية، لم نوفر جهدًا على الجبهة الدبلوماسية. فقد سعينا مع أشقائنا في المنطقة وأصدقائنا في العالم، على وقف الحرب وحماية لبنان وصون سيادته. فاخترنا، طريق التفاوض، لأنّه الخيار الأقلّ كلفةً على لبنان وأهله، والأقصر إلى تأمين انسحاب إسرائيل وعودة الناس إلى ديارهم.
وبفضل مساعي الدولة اللبنانية، وجهود أشقائنا العرب، وبتفهّمٍ أميركيّ، نجحنا في الوصول الى تفاهم على وقفٍ لإطلاق النار في لبنان، غير أنّ اللبنانيين فوجئوا أمس بأن يكون الحرس الثوري الإيراني أوّل الرافضين لذلك، قبل أيّ طرفٍ آخر. وهذا تأكيدٌ جديد على أنّ هذه الحرب ليست حربنا، وأنّها لا تُخاض من أجلنا، بل على أرضنا وعلى حساب أهلنا.
هكذا، يدفع الجنوب وأهله، مرّة أخرى، ثمن قرارٍ لم يتّخذوه، وحربٍ ليست حربهم. وان كان لي ان أتوجه الي إيران بكلمة فهي ان ترحم جنوبنا وان تتوقف عن التعامل معه ومع اهله كمجرد ورقة لتحسين شروط مفاوضاتها. فنحن اصحاب وطن يأبى ان يتحوّل الى صندوق بريدٍ لرسائل الآخرين، أو ميدانًا مفتوحًا لحروبهم. لبنان ليس ورقةً على طاولة أحد، والجنوب ليس جبهةً احتياطية لأحد.
السيدات والسادة،
إنّ رفض وقف إطلاق النار يعني، ببساطة ووضوح، أنّ الحرب مستمرّة، وأنّ الأزمة الإنسانية مستمرّة تالياً، بل انها تتعمّق يومًا بعد يوم. ومن هنا، فإنّنا لا نستطيع أن نكتفي بوصف المأساة، ولا بأن نحصي الضحايا، ولا بأن ننتظر أن تتعب المدافع من تلقاء نفسها.
لذلك، يهمّني ان أتوجه اليوم برسالتين:
أولًا، أتوجّه إلى اللبنانيين جميعًا، بالدعوة إلى تحكيم العقل، وإلى تغليب مصلحة لبنان وشعبه فوق أيّ مصلحة أخرى. فلا يجوز أن يبقى لبنان ساحةً لحروب الآخرين، ولا أن يدفَع الجنوب وأهله ثمن حساباتٍ لا يملكون قرارها. إنّ جوهر موقفنا واضح: لا حربٌ يجوز ان تُخاض باسمنا من دون سؤالنا، ولا قرار حربٍ أو سلمٍ يجوز ان يبقى خارج دولتنا.
ثانيًا، أدعوكم جميعاً، سفراء دول وممثلي منظمات اممية، إلى الضغط على إسرائيل لوقف هجماتها على المدنيين، ولوقف تدمير حواضر جبل عامل، عبر جرف المنازل والقرى من صور إلى بنت جبيل والنبطية. فسياسة العقاب الجماعي هذه التي تدينها كلّ الشرائع الدولية وكلّ الضمائر الحية من حول العالم، والتي يتعرض اهلنا لها بشكل يومي لا يمكن ان تصنع أمنًا، بل انها تولّد مزيدًا من الألم والغضب والخراب، فتضرب كلّ فرصة للاستقرار. ودعوني أكون واضحًا أمامكم: إنّ أهل الجنوب ليسوا طرفًا في حرب إيران مع اميركا. هم ابناء هذه الارض، ولهم الحق بالعيش فيها في امان وكرامة مثل سائر شعوب العالم.
وما يُدمَّر اليوم ليس مُلك لبنان وحده، بل هو إرثٌ للإنسانية. فصور مثلاً مدرَجة على لائحة التراث العالمي كما ان قلعة الشقيف شاهدٌ على تاريخ يتعدى في دلالاته جنوب بلادي.
وما دامت الحرب مستمرّة، فإنّ الأزمة الإنسانية تتفاقم. فعددٌ كبير من النازحين لن يستطيعوا العودة قريبًا إلى مدن وقرى دُمّرت بالكامل. وكلّما اتّسعت رقعة الدمار، كلما صارت العودة أصعب.
إنّ مفاوضاتنا مستمرّة، لكنّ التفاوض وحده لا يكفي ما دامت النيران مشتعلة. فما نطلبه منكم اليوم ليس فقط موقفًا سياسيًا، بل تحرّكًا متكاملًا: للضغط من أجل وقف النار، ولحماية المدنيين وبيوتهم وارزاقهم، ولدعم قدرة الدولة اللبنانية على الاستجابة للحاجات الإنسانية الي فرضتها حربٌ هي ليست حربنا.
ومن هنا، وفيما تتواصل فصول هذه المأساة الإنسانية، أتوجّه إليكم بدعوةٍ صريحة: قِفوا إلى جانب شعب لبنان، وادعموا نداءنا الإنساني الثاني. فالفجوة بين الحاجة والموارد قد اتّسعت، وأهلنا، في مراكز الإيواء كما في القرى والبلدات الصامدة، لا يحتملون مزيدًا من الانتظار.
لقد وقفتم إلى جانب لبنان في النداء الأوّل، ونحن نقدّر ذلك عاليًا. لكنّ حجم المأساة اليوم أكبر، وكلفة الاستجابة أثقل، والحاجات لم تعد حاجاتٍ طارئة فحسب، بل باتت تفرض حلولًا أكثر استدامة.
إنّ التضامن الذي لمسناه منكم، نحن في أمسّ الحاجة إلى أن نلمسه دعمًا متجدداً اليوم.
أشكركم على وقوفكم إلى جانب لبنان، وكلّي ثقة بأن تبقوا، كما عهدناكم، شركاء في صون الأمل لدى أبناء شعبي، لا شهودًا على آلامهم.

Ladies and Gentlemen, Representatives of the United Nations Agencies,
Your Excellencies, Ambassadors of Donor and Friendly Countries,
Ladies and Gentlemen,
Allow me first to express my sincere gratitude for your renewed support for Lebanon. Three months ago, we met under difficult circumstances, in the first days of a war that we neither chose nor sought. Today, we meet once again, and how deeply we had hoped that this gathering would mark the closing of this crisis together, rather than the opening of yet another chapter of it.
Three months have passed since this war was imposed upon us. From its very first hours, the Lebanese state was present and engaged. Through the Disaster Risk Management Unit at the Grand Serail, we activated the National Operations Room, and under the leadership of Minister of Social Affairs Haneen Sayed, we launched a comprehensive and coordinated national response plan.
This plan was designed to support nearly one million displaced people who were forced by the war to leave their homes. Some sought refuge in state-run shelters, while others remained outside them. Through the Council for the South, the High Relief Commission, and other public institutions, the state worked to assist them, including through cash assistance programs.
Our response also reached more than fifty thousand citizens who chose to remain steadfast in their villages and towns across the South despite the bombardment and constant danger. Their resilience was an act of courage, but resilience alone is not enough. It requires protection, care, and the means to sustain life. The Lebanese state sought to provide that support, standing by its people wherever they were and under whatever circumstances they endured.
I would like first to address our displaced citizens and reaffirm that your safe and dignified return to your homes and lands remains at the heart of our responsibility and among our highest national priorities. Your suffering is our suffering.
I also pay tribute to our people in the South who have remained steadfast in their homes and on their land despite the pressures of war and repeated attempts at displacement. Day after day, they reaffirm an enduring truth: the South will remain Lebanese. To them I say: the state remains your first refuge and strongest guarantor. Its sovereignty is not a slogan but a daily commitment to its citizens.
Just as we worked tirelessly on the humanitarian front, we spared no effort on the diplomatic front. Together with our Arab brothers and our friends around the world, we sought to stop the war, protect Lebanon, and preserve its sovereignty. We chose the path of negotiation because it is the least costly option for Lebanon and its people, and the shortest path toward securing Israel’s withdrawal and enabling people to return to their homes.
Thanks to the efforts of the Lebanese state, the support of our Arab partners, and constructive American engagement, we succeeded in reaching an understanding on a ceasefire in Lebanon. Yet the Lebanese were surprised yesterday to see the Iranian Revolutionary Guard emerge as the first party to reject it, even before any other actor. This once again confirms that this is not our war, that it is not being fought for Lebanon’s interests, but rather on Lebanese soil and at the expense of the Lebanese people.
Once again, the South and its people are paying the price of a decision they did not make and of a war that is not theirs. And if I may address a word to Iran, it is this: have mercy on our South, stop treating it and its people as merely a bargaining chip to improve the terms of your negotiations. We are the people of a sovereign nation that refuses to serve as a mailbox for the messages of others or as an open battlefield for their wars. Lebanon is not a card on anyone’s negotiating table. The South is not anyone’s reserve front.
The rejection of a ceasefire means, simply and clearly, that the war continues, and so does the humanitarian crisis - it is deepening with each passing day. We cannot be satisfied with merely describing the tragedy, counting the victims, or waiting for the guns to fall silent on their own.
Today, I wish to convey two messages.
First, I address all Lebanese, calling upon them to exercise reason and place Lebanon’s interest and the interest of its people above all other considerations. Lebanon must not remain an arena for the wars of others, nor should the South and its people continue to pay the price of calculations over which they have no say. Our position is clear: no war should ever be fought in our name without our consent, and no decision of war or peace should remain outside the authority of our state.
Second, I call upon all of you, ambassadors and representatives of international organizations, to press Israel to halt its attacks on civilians and to stop the destruction of the urban centers of Jabal Amel through the systematic leveling of homes and villages from Tyre to Bint Jbeil and Nabatieh. This policy of collective punishment, condemned by international law and by every living conscience around the world, cannot create security. It only generates more pain, anger, and devastation, undermining every prospect for stability.
Let me be clear before you: the people of the South are not a party to Iran’s conflict with the United States. They are the sons and daughters of this land, and they have the right to live on it in safety and dignity, like all peoples of the world.
What is being destroyed today does not belong to Lebanon alone, it is part of humanity’s shared heritage. Tyre, for example, is a UNESCO World Heritage Site, and Beaufort Castle stands as a witness to a history whose significance extends far beyond the South of my country.
As long as the war continues, the humanitarian crisis will worsen. Large numbers of displaced families will not be able to return anytime soon to towns and villages that have been completely destroyed. The wider the destruction spreads, the more difficult return becomes.
Our negotiations continue, but negotiations alone are not enough while the fires of war continue to burn. What we ask of you today is not merely a political position, but comprehensive action: to exert pressure for a ceasefire, to protect civilians, their homes and livelihoods, and to strengthen the Lebanese state's ability to respond to the humanitarian needs imposed by a war that is not our war.
And so, as this humanitarian tragedy continues to unfold, I address you with a direct appeal: stand with the people of Lebanon and support our second humanitarian appeal. The gap between needs and available resources has widened, and our people, whether in shelters or in the villages and towns that continue to endure, cannot withstand further delay.
You stood by Lebanon during the first appeal, and we deeply appreciate that support. But today the scale of the tragedy is greater, the burden of response is heavier, and the needs are no longer merely emergency needs; they increasingly require more sustainable solutions.
The solidarity we have witnessed from you is something we urgently need to see renewed today through concrete support.
Thank you for standing with Lebanon. I remain confident that you will continue, as you always have, to be partners in preserving hope for my people, rather than mere witnesses to their suffering.
